Description of Work for Prime: he Alameda Corridor Transportation Authority (“ACTA”) is soliciting proposals from qualified contractors to provide rail and non-rail maintenance and capital construction services on the Alameda Corridor (Rail Corridor).  The Rail Corridor is a triple-track, heavy freight rail line that extends 20 miles from downtown Los Angeles to the Port of Los Angeles (POLA) and Port of Long Beach (POLB) collectively (“Ports”).  The two largest Class 1 railroads in the United States, the Union Pacific Railroad (“UP”) and the BNSF Railway (“BNSF”), collectively (“Railroads”), and to a limited extent the Ports’ short-haul provider Pacific Harbor Line (PHL), all use the Rail Corridor to serve the largest port complex in the country.  ACTA is a joint-powers authority created by the Cities of Los Angeles and Long Beach in 1989 to develop, finance, construct, and operate the Rail Corridor, which commenced operations on April 15, 2002. Work will generally consist of rail and non-rail maintenance and capital construction services on the Alameda Corridor (Rail Corridor). All work and elements furnished and installed shall adhere to al Authorities applicable Track and Signal Standards, Pump Stations-Discharge Sequence and Operation and Maintenance Manual, and Training Requirements, etc. All work will be on an as-needed basis, and minimum levels of work are not guaranteed.

    • Bridge and Structure Repairs - $200,000.00
    • Debris Removal - $15,000.00
    • Emergency Ladder Repairs - $100,000.00
    • Fence Installation / Repair - $70,000.00
    • Graffiti Removal - $120,000.00
    • Maintenance Facility Cleaning / Repair - $24,000.00
    • Maintenance Facility Security - $150,000.00
    • Painting of Structures - $100,000.00
    • Pump Station Repair / Maintenance – electrical, plumbing, mechanical - $100,000.00
    • Rail Grinding - $100,000.00
    • Rail Flaw Detection - $30,000.00
    • Traffic Control - $30,000.00
    • Weed Abatement / Vegetation Control - $30,000.00
    • Rail Ties and Ballast Material Purchase - $240,000.00  (railroad materials, timber/wood ties, railroad rail track ballast, aggregates)
    • Switch Ties and Ballast Material Purchase - $260,000.00 (railroad materials, timber/wood ties, railroad rail track ballast, aggregates)

Intends to work cooperatively with all qualified firms seeking work on this project. Bids/proposals from small businesses, minority-owned, disabled, veteran-owned businesses, women- owned businesses are strongly encouraged. Balfour Beatty Infrastructure encourages larger contracts to subcontract with smaller firms and encourages contracting with a group of firms when the contract is too large for one firm.
